It bends to make it smaller around a smaller neck, or larger around a bigger person. The fan seems to be just the little coolness you need to make a difference quickly. To the point, this fan works very well. Much better than I had hoped even. It is well built and feels as though it will last a long time. I live in SC where it is hot and humid all summer. The fan has 3 speeds (I leave it on high) and it blows a significant amount of air really cooling you off. I plan to test how long it will run on a charge but so far I can say it ran on high speed for over 3 hrs while I was doing yard work and never stopped. Noise? It’s fairly quite on low and medium but does make some noise on high. I don’t consider that to be a bad thing though. Just like your car AC when you turn it on high it makes a fair amount of blowing noise, and this thing can blow a lot of air on high so it does make a little noise. About as close as a personal AC you get, very happy with this fan.
